Tigray Vice President Abadi Zemo said the move was a "significant step", but insisted Ethiopia was not about to cede any territory. As usual Addis and Tigria officials are deliberately giving conflicting messages to confuse the people,remember Halka Tsegai and Dr.Solomon contradicting Meles .This time it is Abadi Zemo. Iguess they dont want to look too obvious.
